Can you stop leveling in wow?

i have a 70 druid and i want him to stay at 70 for a while. this way i can do BC heroics and raids all i want without going to 71. ive heard from some friends that there is someone you can talk to to stop gaing xp at levels 60 and 70. if anyone knows how, i would love to know.
