I think the 1913 law states that you can't get married in Machusetts if the marriage would not be legal in your home state. Its possible you might still be able to find someone in Machusetts to perform the civil ceremony anyway, but it would be purely a symbolic gesture since the State of Texas won't recognize your Machusetts marriage license as legally valid once you get home anyway.
