Oregon landlord did not notify me of charges within 31 days after move out?

The landlord took my entire deposit and charged me additional fees. I received a letter detailing the charges about 40 days after I moved out that was incorrectly addressed and the post office had written all over trying to figure out where the letter was supposed to go. (This was not an address I had given them, they had attempted to put the address of the apt. I had vacated and had put it down incorrectly.) My question: If I did not receive the letter within 31 days, due to their mistake, am I liable for the charges?
