Do police have records of driving not drunk?

Someone reported my license plate to the cops saying that while I was driving i looked drunk. BUT i was not drinking and I was actually swerving to keep from hitting a pot hole. The police looked up my license plate and called my mom asking about the car. Apparently, they came to my house and no one was home. Do they have a record of this 'incident' and also Can they give me a ticket if nothing happened? (keep in mind that its thanksgiving weekend here in Canada, and there is no more money in the federal budget for the police department if that makes a difference) :)
